Program Overview

In partnership with the City of Rutland, NeighborWorks of Western Vermont will administer the Rutland City Market Rate Rental Loan – Pilot Program.

All eligible owners who are recommended by the Rutland Redevelopment Authority, approved by the City of Rutland Board of Aldermen and are approved for a loan with NeighborWorks of Western Vermont will be considered fully admitted into the pilot program. 

Eligible Property:

  • Maximum of 2-4 units in one property
  • Tenant shall not be displaced so that owner can take advantage of this loan program. Owner will attest that no tenant was displaced to take advantage of this program.
  • Owner must provide evidence that any eviction within the 90 days prior to submitting an application was for cause, including, but not limited to nonpayment of rent or breach of a rental agreement.
