Housing Rehabilitation Specialist
NeighborWorks of Western Vermont (NWWVT) is a nonprofit one-stop-shop for sustainable homeownership. NWWVT works to educate Vermonters on their finances and the homebuying process and helps them find, buy, and fix their homes with our RealtyWorks, LoanWorks, Home Repair, HEAT Squad, and HomeOwnership services.
NWWVT is hiring for a Housing Rehabilitation Specialist for its housing repair presence in Bennington County. Under direction, the Housing Rehabilitation Specialist informs and advises private and rental property owners about housing rehabilitation and related housing programs; provides construction advice and instruction to homeowners; prepares deficiency lists, cost estimates, plans and specifications; monitors construction improvements of housing rehabilitation projects; and does other work as required.
The position requires considerable knowledge of standard construction techniques and applications, both currently in practice and those from past eras, the ability to coordinate rehab projects with sensitivity to both homeowners and contractor needs, and the willingness to commit to NWWVT goals and objectives. The Rehabilitation (Rehab) Specialist must also have considerable knowledge about mechanical systems to include electrical, plumbing, heating, weatherization, and be familiar with the identification techniques of certain contaminants such as mold, asbestos, and radon. Above all else, the Rehab Specialist must be able to describe in words and in report form those problem areas that will require repairs and upgrades.
Also, there is a considerable amount of office time and paperwork to learn, so any applicant must have a very good understanding of computer functions and computer navigation through numerous federal and state websites. Our main computer operating system is Windows 10 and our office operation system is Micro-soft Office 2016.
The Rehab Specialist shall provide to/for the homeowner:
- Conducts home inspections and writes evaluations of the existing conditions.
- Prepares preliminary cost estimates
- Prepares and organizes Tier II Environmental Reviews for all projects
- Writes scopes of work for each trade required to make the repairs
- Solicits bids from contractors
- Assists the homeowner in selecting contractors
- Generates contracts and assists with any change orders
- Supervises the construction process and ensures that work is being performed in accordance with contract documents.
- Manages contractor payouts from the homeowner’s construction escrow account.
- Coordinates final inspections and close-out procedures
The Rehab Specialist must work closely with the lending department to assure that all necessary data and critical information required for a loan is gathered in a timely manner.
The Rehab Specialist must communicate effectively with the homeowner at every step in the process. The homeowner’s approval must be secured, in writing, for specifications, selection of contractors, change orders, and payouts.
The Rehab Specialist maintains a list of eligible contractors, ensuring that documentation of W-9 taxpayer identification number, appropriate licenses and insurance information is kept on file and is current.
The Rehab Specialist is responsible for ensuring that documentation, tracking and reporting for all projects is in compliance with NWWVT corporate policy, State and Federal Laws and funding requirements.
The Rehab Specialist will maintain good relations with other agencies that provide housing related services in the area and make every effort to enhance NWWVT projects with funding from other sources. Funding from other sources will be tracked along with NWWVT funding.
The Rehab Specialist will maintain accurate records of project funding and expenses.
- A minimum of 10 years in the construction industry
- Structural, mechanical, site work, and finish carpentry experience
- Computer literacy
- A valid driver license
